A spatial analysis of participation in RDP measures: a case study in Emilia Romagna Region AgEcon

A large body of literature has highlighted and analysed the issues which affect the quality and the reliability of evaluation results of the RDPs measure. Assessing the effect of the CAP on farm innovation adoption. An analysis in two French regions AgEcon

Literature on innovation adoption mechanism has emphasised the positive effect of Single Farm Payments (SFP) and Rural Development Payments on adoption of new technologies. In this context, the expected process of CAP reforming after 2013 is likely to strengthen the role of innovation in the European Union (EU). The objective of this paper is to identify the determinants of the adoption of future innovation, in particular in connection to past innovation, and to assess the role of agricultural policy in the promotion of innovation adoption. Assessing the impact of different rural development policy design options on the adoption of innovation across five case studies in EU AgEcon

Innovation and new technology adoption represent two central elements for the enterprise and industry development process in agriculture. The objective of the paper is to provide an ex-ante analysis of the effectiveness of alternative policy design options concerning the RDP measures intended to provide incentives for investment/innovation adoption in five case study areas across Europe. The model implemented is based on a real option approach that includes investment irreversibility and stochasticity in SFP. The results show the relevance of uncertainty in determining the timing of adoption and emphasise the importance of predictability as a major component of policy design.

Assessing the impact of future CAP reforms on the demand of production factors AgEcon

The CAP reform process has been a central issue for agricultural economics research in recent years, and is gaining further attention in view of the post-2013 perspectives. The objective of this paper is to assess ex-ante the effect of different post-2013 CAP and market scenarios on the demand of productions factors. The paper is based on the use of farm household dynamic programming models maximising the net present value with a time horizon until 2030. A representative model has been implemented for 18 different farming systems in 8 EU countries. Contract Design and Targeting for the Production of Public Goods in Agriculture: The Impact of the 2003 Cap Reform AgEcon

The objective of this paper is to compare different ways of designing agri-environmental contracts and to set targeting under adverse selection, comparing conditions before and after CAP reform 2003. The results suggest that the present contract structure may be relevantly improved through a more accurate design and a clearer target. The reform, through the decoupling mechanism, will contribute to reduce the opportunity cost of the adoption of agri-environmental measures. This may increase the optimal amount of public goods produced by agriculture and will encourage participation by farmers. The effects of cross-compliance depend on the strategies of participation/compliance of farmers, as well as on the ability of public administration to design appropriate policy mechanisms. The objective of this paper is to present a framework for the analysis of cross-compliance under asymmetric information with the option of differentiating commitments across farmers. Factors Affecting the Impact of CAP Scenarios on Farm Structure: An Analysis Based on Stated Intentions AgEcon

Several authors have emphasised the effect of agricultural policy (such as SFP) as a driver of structural change. This paper aims to identify the determinants of the change in the use of productive factors under different policy scenarios. The analysis is performed ex ante, assessing the effect of CAP abolishment (as compared to the current CAP) on the use of productive factors, based on stated intentions by farmers. The results highlight the role of farm size, intensity and education in determining different patterns of reaction to policy changes. Also differences are identified among the three main component of structural change, land, capital and labour, with the latter being the less dependent upon the CAP.

Agri-environmental schemes (AES) have been studied under different perspectives in Europe, since the beginning of the ‘90s. Under regulation 1698/2005, agri-environmental schemes design has been modified with a more clear identification of a baseline for identifying the commitments and the costs of these prescriptions. The link between cross-compliance and agri-environmental schemes can be interpreted as a problem of joint design by the decision maker. Real option models for simulating digester system adoption on livestock farms in Emilia-Romagna AgEcon

The objective of this paper is to develop a farm-household model able to simulate the impacts of uncertainty in SFP, the selling price of energy and agricultural product prices parameters on the adoption of methane digester for biogas production. The model implemented is based on a real option approach that includes investment irreversibility and stochasticity in relevant parameters. The role of the Common Agricultural Policy in the spatial location of agricultural activities AgEcon

The objective of this paper is to analyse and quantify the spatial dimension of the CAP effects in an area of Northern Italy. The analysis is based on survey information about stated intentions of farm-household in two CAP scenarios, treated through statistical analysis intended to identify the potential determinants of different farm reactions, focusing on explicit spatial variables (altitude, LFA, agrarian regions) among explanatory variables. Using Information from Mid Term Evaluations of RDP for the Multicriteria Analysis of Agri-environmental Schemes AgEcon

This paper discusses how environmental indicators and multicriteria methodologies can support the ex post evaluation of Agri-Environmental Schemes. The paper is based on information from the Mid term evaluation of the Rural Development Programmes and develops around an example that compares Ireland and Emilia-Romagna. The results show that the application of Agri-Environmental Schemes only partially achieves to local objectives, and the way in which the Agri-Environmental Schemes are implemented can be reasonably improved. Water Policy and Sustainability of Irrigated Farming Systems in Italy AgEcon

The objective of this paper is to provide an analysis of the sustainability of irrigated agriculture in Italy in the context of CAP reform and Water Framework Directive. The work combines scenario analysis, multicriteria mathematical programming simulation models and economic, social and environmental indicators. Five irrigated farming systems were considered: cereals, rice, fruit, vegetables and citrus. The results show the diversity of Italian irrigated farming systems and the trade-off between socio-economic and environmental performance. This highlights the need for a differentiated application of the Water Framework Directive, balancing water conservation and rural development objectives.
